Implementation of  the concurring  programs .

•  Formation of the informal educational service of life-long learning available for the unemployed, people with low income, social groups with various physical condition, women, certain age groups in order to integrate them harmoniously in the social-economic environment. 

•   Creation of the intellectual, technological and financial resources, in order to develop the informal vocational various learning-retraining systems, including apprentice institute, that are oriented on the needs of the labour market; Implementation of the beneficial cooperation with business and employment service, considering interests of the both sides; During the studies implementation of the entrepreneurial thinking, acquisition of the knowledge and skills into practice.

•   Improvement of the existing learning practice and equalization of it till the high standards; Formation of the expert syndicate in order to achieve high social activity for monitoring the programs set by the state agencies in these directions.
